This evaluation has taken place and revealed that, as it stands, the software and database capacity is sufficient for a number of years. However, two technical needs remain. The presently designed SisDur is still dependent on an external contractor for maintenance and updating and needs to be fully transferred to run under MONE capacity. In addition, the Biro Keuangan has already requested a number of functions and improvements to the system that were not implemented in the system before it can be rolled out. It has also requested support for the training programme to be implemented at 200 Satker. For these reasons, the Biro Keuangan has requested support for an Project Admin Officer to support the organization of activities supporting the transition of the system into government, enhancements in functionality, and the central and regional training programmes.
Duration and Timing of Inputs The first phase is expected to last until the end of 2008. It is expected that the officer will start in January 1st, 2007 and will be required full time until December 31st, 2007 (12 months).
Qualifications/Experience The FMIS Project Admin Officer is expected to have the following qualifications and experience;
- Degree in Administration or other related subjects from a leading university/secretarial college with relevant working experience.
- Experience working in a multicultural working environment,
- Knowledge of ministries, local government working procedures and mechanisms, including a good understanding of its working culture,
- Knowledge of clerical office practices and procedures, record-keeping practices, operational skills in Microsoft Office and Internet technology, good Bahasa Indonesian usage, spelling and punctuation,
- Experience in organizing large scale workshops in a variety of locations in Indonesia,
- Ability to perform assigned duties with a minimum of supervision; identify problems and implement or recommend solutions; interpret and apply policies and procedures within limits of authority; use tact and discretion; interact effectively with supervisors, officials and colleagues; maintain confidentiality of information; pay attention to detail
Responsibilities, including expected outputs from the assignment The FMIS Project Admin will be responsible to the FMIS project leader/FMIS CBS Consultant, and will work closely with the technical teams, Bureau of Finance staff, Satker staff at all provinces and Unit Utama. This position is expected to:
- Manage secretarial and logistical support for FMIS daily activities,
- Arrange workshops, plan and manage the logistics for the training programme,
- and provincial/districts, managing the administrative paperwork and logistics. This position will communicate intensively with Satkers and Biro Keuangan.
- Coordinate national consultants mobilised for FMIS and assist them in
Building collaboration with Biro Keuangan staff people.
- Arrange meetings, and working sessions as required by the work plan, including preparing materials for FMIS project leader.
