Following the completion of the World Bank support for the “SisDur” project to develop an integrated but modular financial reporting system replicating the five MOF planning and finance modules, the Planning Bureau of the SecGen MONE requested further support for the finalisation and operationalisation of the system from the BEP Pillar 3 under its remit to improve financial management and reporting systems in education management.
The first period of BEP involvement revealed an incomplete programme, vulnerable to annual changes in the MOF modules, dependent on unreliable communications, and unable to move forward into training and operationalisation. Nevertheless, two potential benefits of the system were considered important the ability to report actual versus planned expenditure on a monthly basis, and potential efficiencies in information transfer.
In April, the SisDur was transferred from the Planning Bureau to the Finance Bureau. A condition for further development of the programme under the Finance Bureau is an evaluation of the software to identify how any weaknesses can be addressed. On the basis of this, options relating to further support and development will be selected.
This evaluation has taken place and revealed that, as it stands, the software and database capacity is sufficient for a number of years. However, two technical needs remain. The presently designed SisDur is still dependent on an external contractor for maintenance and updating and needs to be fully transferred to run under MONE capacity. In addition, the Biro Keuangan has already requested a number of functions and improvements to the system that were not implemented in the system.  It has also requested support for the training programme to be implemented at 200 Satker.
The development strategy for the SisDur/FMIS has been modified. The Biro Keuangan, with BEP support, will roll-out a version 1 from December, representing a modified and completed version of the system developed and transferred from the BPKLN.  In parallel, an enhanced version will be developed, containing enhancements to the outputs and management module to include additional local and central needs. The first version will be upgraded to this version later in 2008. As a result of this strategy, there is a need to develop and implement a training programme for the FMIS over two cycles.

Duration and Timing of Inputs
It is expected that these Officers will start in February 2008. The duration of the mission will be 60 days, to be used as required, over a 6 month period ending on 31st July, 2008. Additional days may be added, if progress is satisfactory, depending on future training programme schedules.

Qualifications/Experience
The FMIS Training Support Officers are expected to have the following qualifications and experience;

  • Minimum Diploma in computing or other related.
  • Substantial expertise in training and tutorial related material applications,
  • Experience in developing training materials for IT, including experience with multi-media and self-access training materials development.
  • Experience in training computer application, especially in the public sector.
  • Team player, diligent, able to work under pressure, devoted to excellence and good problem solving skills

Responsibilities, including expected outputs from the assignment
The FMIS Training Support Officers will work with the Biro Keuangan staff and responsible for the FMIS system in order to:

  • Ensuring training materials ready for FMIS Training of Trainers sessions
  • Training and assuring the ability of MONE staff to using FMIS Software as Trainer.
  • Assist MONE FMIS trainers in the training for Satker staff.
  • Assisting the Biro Keuangan to develop training and support materials for system roll-out in coordination with FMIS Centre Team.
  • Assist in the setting up and management of the under forum for FMIS.

Key Deliverables
Deliverables expected from the consultants are:

  • Achievement of the TOR as specified above,
  • Submission of necessary reports, including training reports, training evaluation reports, and mission reports as required by the MCPM.
